If I remember correctly, Enterprise was pretty vague about the timeline for the Eugenics Wars - for obvious reasons. DS9 had a reference to the wars as being 'two hundred years ago' - ie, in the twenty-second century - but that was apparently a writer's error, not an intentional retcon.
The 1990s date has always struck me as a little odd just because it implies Khan had already been born when the episode first aired in 1966!
