Yeah, there are Ferengi in Enterprise, but you gotta ask yourself: what isn't? Anyway, it's really dumb that they haven't met them until Picard - you'd think the Ferengi would be all over trading with the n00bs.
I figure Gaila is some sort of refugee, because one of the screenwriters postulated that the Federation has an underground railroad for slaves. (Even though in Enterprise we later learn that the Orion women are only pretending to be slaves because they have pheromones that can control men.)
I don't think I've seen the TOS episode you're referencing! Gasp. Because I tend to avoid the third season. I'll go watch it in a bit.
