i think it makes sense if the ferenghi and the federation hadn't made contact until sometime between TOS and TNG, which is what i always assumed. you can meet a lot of new life forms and civilisations in a hundred years!
Even though in Enterprise we later learn that the Orion women are only pretending to be slaves because they have pheromones that can control men.
